Not sure about the definition of "temporary" but 'emergency' passports (passport lost or stolen) to allow a return home can still be issued.

I have one, which says temporary on the cover. I got it in Ulaanbator, not because my passport had been lost or stolen, but because I wished to return to the PRC, and one can't enter China with a passport that doesn't have two blank pages for new visas in it.
