What I find very surprising is that Guangdong expats are indeed a motley crew. I had known for a long time that public security in that province was poor. I had presumed that was because of Chinese gangsters operating there. I didn't know there were expat criminals in numbers there too! No wonder the Chinese government has revised the visa regulations and increased the penalties for breaking them to such a great extent.

Really ALL guangdong expats, that is interesting, because I met a lot of dodgy double dealing foreigners up north just recently. Each city in china will say the same about other places. You are right about the public security though, but it seems they have tightened up on that now with the regs they have introduced. Soon it will be all china wide, from july 1st any expats except ones who currently have a work visa already issued in Beijing HAVE to go back home to their country of origin.
