Technically, no you won't.. because the PSB will have your passport, and the visa will be extended until such time as you get your passport back (plus a few days to get out of the country if they decline it).

No, they won't retain your passport.
The PSB will ask you to return on a fixed date with your passport and your receipt for payment of the visa fee. What you don't know when you leave said office with your passport after having paid your visa fee is the duration of your new L visa. You may not get what you'd applied for. The visa clerk(ess) has no authority to determine the length of your new visa. The big chief himself (or herself) decides its duration.
At the office I attend to get my new L's, they commence my new visa from the date I applied there, not from the expiry date of my in-date visa at that time. So, it pays to arrive on the last day your current visa is valid. The fact that you've paid them for a new visa means you'll get one, the worst case scenario being 10 days from the date you applied!
