The "shit" PSB counter clerk does not appear to be up-to-date with the current visa regulations. That's a common problem in China; at Chinese banks, for example, you may have similar problems. It is because in that Chinese system they employ a lot of useless fools who know nothing about their job and who are absolutely incompetent. These idiots cause a lot of hassle to the clients they pretend to "serve".

In China, these incompetent clowns get their jobs on the basis of bribe and guanxi, the entire system there is corrupt.

You'd better get out of there or apply for a permanent residence permission! All trouble should be done with then!
