That's a common problem in China; at Chinese banks, for example, you may have similar problems.

Banks in China are next to useless.

When I worked in Oman, on presentation of my labour card, I was able to open a bank account with visa electron debit card, which allowed me to send money back home easily (ENGLISH forms!), receive a text message in english each month when my salary was debited in, order off websites like amazon uk, and even recharge my oman mobile sim card, pay bills etc etc...the atm had extensive english for each of these options. When I told most chinese that a country that only forty years ago did not even have air conditioning, reliable electricity or drinking water and used camels as the main method of transport, has a better banking system than their country they could not believe it. The bank of china is especially useless, you have to get god knows how many forms RED STAMPED just to close a bloody account....!!!!!
