Unfortunately, it's the norm across China. Schools, students and parents here will always it seems judge a book by it's cover. Even walking around a Chinese city you'll see job ads at bars, restaurants, hotels, etc. that require applicants to be a certain height, age, etc. all things that would be illegal to advertise in most cases in the West.

I currently work with a black teacher who has ample teaching experience and qualifications. I know that when she first started in the position she faced some problems regarding complaints from students which in my opinion was based mainly on their disappointment that they didn't get a white teacher. However, as the year has progressed she now seems to have been accepted by her classes who recognise her ability to teach.

As always, racism is born out of ignorance. This recruiter is clearly not only ignorant but by stating that you don't need a degree is more than likely asking teachers to work in China illegally. Whatever the colour of your skin, you really don't need to be involved with a company like this to find a job in China.
