Pretend training centre or not, it is often the case that all these contradictions you have mentioned come together in one and the same training centre, and that is why they are messed up so much. Dogs are lovely, training centres not.

FT's, like dogs, are often none too bright; they don't properly research a school(any school) and deserve what they get when things go awry. I have no sympathy for instance if an FT arrives in China expecting to have 16 hours of work to find he has to stay in the offices for a further 16 hours to prepare his lessons- Hard bloody luck-get on with with it, because that shouldn't have come as a surprise to you at all.
