When the Chinese invite foreign experts to come and help them develop, then it is for the reason that these experts possess knowledge and experience in things "superior" to that what the Chinese currently have. Otherwise, they won't be experts. A foreign teacher, for example, could be an expert in teaching methodologies, textbooks, etc.

I am only interested in the foreign experts who open their gobs and say something in English. It goes without saying that a native born English speaker is going to be good at saying things in English; that's why the Chinese employ us. We only need to add a small spoonful of teaching methodologies and textbooks into the equation when we are talking about oral English teachers. All we do is add the icing to the cake after the very adequate Chinese English teachers have prepared, baked and marzipaned the cake. Am I right or am I right?
