I was only on holiday there, so I wouldn't really know where to go to contact the PSB there. Actually didn't see a foreign teacher near any of the 'schools' either, dare say that they would struggle to actually get anybody due to the location. It is not quite a shithole, just not great for newer foreigners imo. In fact, there's a few nice areas, but a general lack of entertainment.

Bayuquan is one of those weird, few remaining places in China, where slightly drunk girls walking out of restaurants will demand photos with you, just because you are a foreigner.
