You aren't really selling this to me very well, are you?
Correct me, if I'm wrong but... I vaguely remember that this school offered teachers a salary that would almost be as low or lower than WELFARE checks that people would get in many developed countries for a full time workload. That isn't a BIT low, it's pathetic.
And Fushun is a cold, miserable kind of place that is probably great fun for a short visit (like most industrial shithole towns in China actually) if you've been in China for a while; but most ESL teachers would struggle to handle it.
Not to mention that the school has a history of rather questionable practices conducted by a foreign principal; prohibiting colleagues from socialising after work; hiring non-native speaking African guys and paying them less too... I could be wrong, but there's a whole history of posts that you can scour through if you have the time.
