I wish to lend support to Silverboy's argument. I myself have had first hand experience in meeting people who have dealt with Yuncheng IELTS all of which left in dismay and disappointment. I believe Turino is none other than this fool, Paul.

I have known some good teachers that tried to get run out of China because they did not comply with IELTS. Basically IELTS lied and said that they were doing bad things for China merely because the teacher wanted to work elsewhere (after even finishing their contract!). Paul fits the typical weirdo outcast foreigner... old mixed with a failure in life persona yet highly egotistical... full of himself and married to a much younger Chinese women (which I am told he treats badly).

He is basically the liaison between the Chinese decision makers and the foreign staff. He actually gets angry at the foreign teachers for living in bad conditions. "I hate foreigners that come to China and expect it to be western!" They don't want to live with old Chinese men, highly their elder and have curfews Paul! Especially if they are women! I could tell more stories but I think it's unneeded.

Anyway, I concur that Silverboy was being modest... Sunny is just a lackey trying to save face and her job and Paul is the real jerk. He screws over his own people to make a buck and be looked at as an important figure in his community... Something he could NEVER accomplish back home in Canada (you shame us Canadians PAUL!).
