What about a foreign teacher who cheats and a Chinese employer who complains? No less than five FTs at my college were found out to have helped their students cheat on the final exam by providing them with either the answers or the questions or both prior to the exam. Obviously, this was done in order to make themselves look better as they had earlier seen evaluations that clearly illustrated their misplacement as language teachers. They were called out by the Dean and the rest of us were made aware of who the cheaters were. Interestingly, though, they were not fired. Had it been my choice, they would have been fired on the spot.
