it's all about who owns the school/center. from my experience, many chinese school/center owners are people that've not worked in education prior to getting their fine licences, and never mind the outlined regulations. obviously, these people have "deserved" the licenses, haven't they? so, these failures are well deserved as well, aren't they? wishing these kinda people to fail is vicious as it is, but working for/with such people is just a plain tragedy.
