Every city has it's bad crop and blacklisting an entire city could mean working for a school little or no better than TS.

Getting work in ESL in China is easy, to the extent that many candidates fire off applications with little or no thought to who they are applying to. Spend just a little time being selective about who you apply to and do your research with every school you are considering.
