Companies like YUMING when you ask them about your experts certificate will often deny knowledge of it which is an outright lie since it's inextricably linked with the process of getting your residence permit. As you will know you should have it in your possession, it even requires your signature, and there's a place for you to enter your next of kin and contact details should you be involved in an accident.
If you are on a plane and notice they have vacant seats in business or first class you are supposed to be able to claim an upgrade if you can produce your FEC. If you can prove you are a teacher by showing your booklet there are many concessions available to you. So, by Yuming illegally keeping your FEC they could be costing you money.
I have heard that another reason for the likes of Yuming in keeping your FEC is that they can use your name to buy things at a greatly reduced price. Yet another is about FT quotas.
Whatever YUMINGS reasons are [plain belligerence might be the main reason] for withholding your FEC it's all counter-productive serving to produce anger and mistrust right from the outset.

Well, I can't say I am aware of any instance where Yuming employed anyone on the wrong Visa. I came on a 'Z' and then got the RP, but just because I haven't heard of it happening doesn't mean that it hasn't. Given the underhand tactics they tend to practise there it would come as no shock or surprise to hear that they had.
Yes you are correct, they keep your FEC. I didn't even realise there was such a thing existed at the time, they never showed it to me, it was only after going through complete hell getting out of Yuming and eventually coming back to China to work for a new company that I saw the FEC which I am pleased to say I have in my possession this time 
I did some research into why a company would want to keep hold of this booklet and what I cam up with was the following:
A- Its much easier to get rid of you when they have your FEC, they can invalidate your stay without you having to sign, attend or be informed about anything.
B- 'allegedly' whoever hands in that booklet to the PSB gets some level of returned funds. As I say this is only something I heard so not sure how much or indeed how much truth there is in that.
The first reason seems the most important one to a craphole like Yuming. If you had any involvement in the invalidation process you would be able to tell the PSB that you intention was not to cancel but to transfer employers.
I know for a 100% fact that the PSB is actually becoming VERY aware of Yuming. When their name was mentioned after I attended with another teacher, something which I think I mentioned here once before, the PSB officer and attending police officer both looked at each other and said "Yuming!!! - AGAIN!!!!" It seems that problems and complaints about Yuming are a regularity at the PSB, which comes as no surprise at all considering they seem to screw more teachers over than they take care of.
