I had that too... I was subcontract from the agent ( who's now black listed from the Expert Bureau in GZ - your welcome ) The agent was being paid from the school, and in turn he would pay me. WHY you may ask ???? The school was NOT allowed to hire foreign staff under the current regulations.. In short, they needed to be certified by the various agencies in China EG: Experts Bureau, Public Security Bureau - and i think one more office.. I am not sure.
