New Oriental teaches to pass the TOEFL exams, if I am not mistaken. I am not sure how much in kickbacks this institution receives from foundation program based schools on mainland China but I am certain it compromises a hell lot of real teachers' work and students' progress in the country. I wouldn't be surprised if TOEFL were in on this, perhaps a scam that sends rich kids for further studies abroad. Don't forget that many of those kids, once abroad (especially the US) get to complete another foundation program after the already "graduated" foundation in China. So, there's plenty of money in the business.
