No, I cannot agree. I speak and read Chinese fluently and can communicate with leaders, but my experience has been that they also treated me like sh***t. Most of them even don"t like it if they realize that you can speak and read Chinese. They feel they might have lost some of their "power" over an otherwise ignorant foreigner they can deal with according to their likes.

Indubitably. Ideally, they would like some green young blond woman in her 20's, just out of college, who is all idealistic, who they can railroad, dupe the living crap out of, parade around town, and otherwise capitalize on. I'm sure there are exceptions to this, but, generally, yeah, it's about "power" and the more powerful the foreigner the more there's going to be conflict, resentment, and uneasiness.
