"Professional Teaching" I don't know what you mean? Have we discussed any other type? I certainly do not put myself in the same league as you, I haven't cost the tax payer any cash, and say it doesn't suit me to pay them back.
In my country, tertiary level education like at any other level is free, financed by the tax payer as education is and must be a public service. To have it in the hands of unscrupelous private entrepreneurs means:
1. There will be problems like in China.
2. Not all who qualify would have access to university education, which would be a real pity - I have first-hand experience that good education can make a real difference in the lives of underprivileged people with finding a good job after graduation is only one of the lesser practical positive impacts this would bear.
3. To make qualitity education depend on interests of private business is also against the principle of democracy because you would allow a particular interest group (which is not representative of society as a whole) to decide what other people have to stydy and how to do that. It's out of question ans should not happen as definitely such a society would go down the river that allowed a particular group of interest to dominate the educational sector on a long-term basis and perspective.

With this in mind, I would say that education in general is and must be a public service freely accessible to all who qualify! The tax payer does a good investment and will get paid back his investment thousandfold by way of new innovative developments that either cure diseases or will lead to the creation of new jobs.

And I am talking about professional education in this context, not that kind of Mickey Mouse pretend education they provide in China at crappy training centres, for example.
London "Girl" will do exactly that if she does a good job in or outside the UK or China - one of "her" former students may be a potential investor in the UK who will create new job opportunities.
In summary, look at the larger context please and the system at work behind all that!

"In my country" Rather vague? What country are you referring to exactly, it somehow sounds very mysterious. If you tell me, I might find it appropriate, to either say, I see what you mean or to challenge you.

I find that the following is mainly waffle, I'm sorry, I really do, so let's get down to the gist of what you are trying to put forward as fact..

Let's disregard the same old nonsense talk, including references to Mickey Mouse and crap traing centres. You are saying that the British tax payer should be persuaded into believing that LondonGirl should be congratulated for swanning off to China to teach oral English instead of embarking on a career in her own country as a proper teacher for which she was trained, costing the tax payer a fortune, because, there exists some unlikely arsenal of divine intervention that one of her students will one day invest in the UK, instead of, USA, Australia, Canada, France or hundreds of other countries. However,lets say this lottery like chance could happen; well, no need to present China with one of our finest for oral English or the teaching of silly lesson plans in EF a company you have relished trashing in the past. No, we have an army of non-qualified teachers, some with degrees and TEFL, some with nothing but fine speaking voices and good intentions. Its them that should be teaching in China and not a teacher like LG trained and paid for to teach the English English. I imagine now you will find recourse to bring out that old onion, that old GW.
