Whether or not it is illegal, it still annoys me to see foreigners handing out Bibles and promoting religion itself. If Chinese people want to discover certain faiths they can do so themselves, and decide what is best for them.

It annoys a lot of us(although the Bible does instruct Christians to spread the word in a galvanised active way-it doesn't say wait until would-be Christians knock on your door) but you are not answering the question I asked, rather choosing to reiterate the obvious. Is it true, technically speaking, that good English could be taught , by 'nutty Christians'(as opposed to non-nutty ones) using the Bible?
