I was there. A lot of what you say is true. The mock up exam pissed me off. Where I was teaching with a foreign teacher, we drafted a proper exam. The sex with students is with mutual consent from what I know (in the West they are considered adults you know). Regarding the Moslem teacher, I know him. I believe he was praying in class. Make up your own mind as to whether that is appropriate. I do know he was hired later as I have seen him in later graduation photos. Overall, it depends on what you are after. I was a bit too serious for this place, so I wasn't happy: although, the students are generally good. If I relaxed a bit and didn't care about outcomes, it would have been a lot better. It's not a serious university. By the way, the guy who runs the bar (I know him) is a good and popular teacher as far as I know.

They did not have a programme for real teaching, just something to keep everybody busy during the year and then at the end of the school year you'd do a kind of a mock-up exam and pretend it was a real one, because the point was you had to keep the students happy, or they would try to leave the university in which case they would be hunted back to their place of hukou and pressured until they returned.

They should be able to explain if there are teachers at the college who mostly devoted their time to running a bar where female students are encouraged to attend theme nights in special attire (I'm not going to say anything else), if there are teachers about whom there was a rumour in the city among most foreigners that they have sex with their students (I am not claiming that they do or do not have sex with those, I am saying most people were talking about it while I was there -- because apparently they had a reason to believe so, but of course I am not sure how these things function with heterosexuals, really) and if there are teachers with a serious alcoholism problem (witnessed by students and the guards, as they imbibed their liquids at the table/chairs in front of the local grocery store).

If you wish, you might also ask them about the Moslem teacher who was there in 2010 or 2011 (i.e. before I got there, so I know about this only from hear/say) who was bullied by his fellow teachers because of his religion, or the treatment of a pregnant foreign teacher and more...
