I think a better solution if lovemaking was a real issue would be for the folks who run China to give better sex education starting in high schools and going on to all colleges and universities. Perhaps teach the students the perils of STD's, what sex really is from a biological point of view, and teaching students how to protect themselves from sexual predators. These are things that should be taught in high school. After the students get to the colleges and uni's maybe teach them about contraception methods, appropriate behavior and boundaries in a relationship, basic information on techniques for making love, and having compassion for those who may have deviated. All useful things for a better society. In order to have a more fulfilling relationship you need more maturity from both partners, leading to more trust. Just my 2 cents.
