One reason to avoid that country; for although they may well not hold your passport, you can be prevented from leaving the country unless you have clearance from the authorities. If you have a dispute with a landlord, or owe somebody money, or someone takes legal action against you for any slight or you fall foul of the law in any way, you have no recourse and can only hope to flee the country, at best.
