There is a big difference in China between making a law and actually carrying it out. Beijing can pass all the legislation that it likes but it's local schools who will lean on local officials to get them to either produce documents for teachers without the relative qualifications/experience to get a z visa or to get them to turn a blind eye to those working on improper visas.

Then the party is over for 90% of the schools in China, because they can't deliver Z-visas and thus cannot attract motivated teachers. I know quite a number of schools that rely only on high-school dropouts with L and F visa (or whatever the new equivalent is).
