Now claiming to be an expert, and I think you are referring to Chinese language. What is Chinese language? Guoyu? Because last time I was in China, it was different strokes for different folks. Those in the south speak Cantonese, then those in the Northwest a language more related to Turkish. I should say I mean you imply ability in spoken and written Mandarin Chinese, han zi AND pinyin, right? I would say there are very few "wai guo ren" on these boards who have the abilities of both, and by reading and writing, I mean reading and writing "han zi" or the characters.
