It's sad but this is very common behaviour; training centres often don't like to recruit the best teachers. In fact, they'll often prefer to recruit teachers who they feel are weak and vulnerable, easy to exploit, be that because they are young and inexperienced or old and in a bad financial position, or whatever else the reasons could be.

For example, many bad schools are afraid of American teachers; they tend to be rather direct and willing to make a stand when they feel that something isn't right. It disrupts their 'harmony of Chinese culture' (Such bullshit statements are often said to make people feel guilty about complaining).

Some teachers are scared of what could happen to them and they aren't willing to fight... You've just got to ask yourself what kind of people they really are. You'll meet a lot of foreign losers in China these days... China has the most ESL jobs available, but it's no longer considered to be the place to go.
