Succinctly said "sleazebag opportunists." Just to take you up on one assumption, sewers are mostly spick and span and not as smelly as you think. I live in a proud community at one end of quite a famous sewer, where I've laboured, as my old man has, and his father before him. I can still hear the foreman's voice echoing "I want to see your run ship-shape and Bristol Fashion today"

After quitting my job at that sewer I did work in another which fits your description; that was China but it got too smelly so I mostly work in Europe now. Although I do miss the barbecues and cold beer. Cheers and beers.

I spent two months there and could not wait to leave. It is a filthy/sewer-smelly place to live, most students do NOT care about their education, and the unqualified managers are absolute control freaks. The people financing this so-called start-up school are sleazebag opportunists who realize how far more lucrative international education is compared to CRAM schools, and plan to exploit everyone they can. They know nothing about education, and mistakenly think they can mistreat foreigners the same way they abuse their own people. The only western management they have is an incompetent Aussie pastor who lies through his teeth to get you there, then threatens you with legal action if you even hint about leaving. It's been two months since I left, and this jackass is still writing nasty letters about me to my references.
