The 2+2 is the IELTS program for students who study two years at Jilin university and 2
years at a foreign university. Currently the 2+2 program is not good and needs to be
changed.

Many universities in China, predominantly private 3rd level, have developed this educational scam. A very small percentage of participating students score well enough on IELTS to attend the foreign university, which is a set back for the student but not the Chinese college which merely gets two more years tuition from the student AS WELL AS the front loaded Freshman/Sophomore years of significantly higher program tuition and the two years of affiliated IELTS school training.
A college in Fuzhou where I taught sent 30 students out of a class of 200 that were in the Junior/Senior year overseas program.

Most of the kids were happy to stay in China; their parents had been sold on the program by college administrators.
