Frank Zhang is a malicious man, who's intent is to cause as much damage among English teachers in China as he possible can. His long intrepid career of cons, extortion, and outright physical threats (perhaps worse) has caught up to him long ago and only he isn't noticing the writing on the wall.

This guy has a reputation for using an unholy number or different aliases, as my header points out, but I think he's most notable for threatening teachers before, during, and after their placement was made with the unwary school. I say unwary school because Frank has been doing numbers on the schools in China as well. When people deal with Frank, two parties lose: the teacher and the school. However, it's come to my attention from a colleague who works with some schools in China that he's been dealing crooked work under the table when dealing with certain unscrupulous school admin staffers. The scheme would work as follows:

Frank places an unsuspecting teacher with a crappy Chinese ESL school, that otherwise would have a difficult time finding a teacher. After Frank places the teacher with the questionable school, Frank offers his 'services' for a discounted rate compared to the fair market value. In return, the school's crooked admin staffer pockets some of the money that the school's finance dept. paid that staffer to pay the recruiter. Frank benefits from the exlusive/ semi-exclusive relationship he has with that particular school by being able to place a number of teachers there versus one or two. And because the school a given teacher was placed in sucks the big one, that teacher leaves early (runs) and the two bandits (Frank and the school staffer) get to dance again. Indeed, the two parties are crooks. And their scheme is called a kickback.

So we may add 'kickback artist' to his long resume of conwork in China. It's my feeling that some day even the Chinese police won't continue to ignore this guy's history of crimes and incarcerate this huckster with the other vermin behind bars.
