More than not that is an extremely bad sign. Let's consider the following:

I would give it about a 70% chance that their method of organization and management has caused most of the teachers to pack up and leave. But then there is always another possibility.

I would give about a 20% estimation that MAYBE they are doing a good job and have a new abundance of students with which of course need teachers (usually this is not a large amount though)

Finally I would put 10% into the fact that a lot of schools are building new campuses and are expanded due to the lack of quality in Chinese building structures. This could mean their new campus is double the size of the old one (which is not unusual) and they just need to hire a ton of new teachers to fill it up.

Those are my thoughts... do some more research, more than likely it will point to the 70% but maybe not :)
