That was my understanding as well, when I was reading on here. The ACT entry exams program to some American universities is probably a part of my misery at the GAC Chongqing center in China. And, may I remind you all that the GAC centers are now run by the ACT company from the USA. The Australian ACT Education Solution Limited that's on the GAC books and advertised as a foundation program to all western unis is just a bandage on a rather large wound of all GAC facilitators that're suffering the burden the ACT company is imposing on them. Just imagine teaching academic programs with two different goals; one to pass the western uni entry exams and one to prepare students for the uni studies. needless to say that there are the proficiency exams somewhere in between and the time frame to accomplish all that with these quite unprepated students is just about 9 months. :)

To explain myself further and what the quote might actually mean, there're quite a bunch of GAC centers around China and many of them administer both the ACT prep as well as the actual exams that are controversial on mainland as the central government hasn't approved them. Students are to be sent to a testing center in Hong Kong, although we all know about the large market on mainland and local authorities are most likely hungry to make an extra buck out of a bribe or two.

I so agree that it's time to let the central government know how its local authorities look into the skies laughing how "high they are". Remember that the emperor is far away and the polution may also not allow him to see far enough. Yes, it's time to send THE MESSAGE and IMPROVE THE WORKING ENVIRONMENT OF THE FOREIGN EXPERTS IN CHINESE INTERNATIONAL SCHOOLS.

Cheers and beers to no fallacies in any international schools on mainland as well as cheers and beers to all western schools and recruiters that won't sell themselves short :)
