Agreed, probably has it's roots in the old USSR, where one could get better career chances if one stated their nationality as "Russian" even if they looked Chinese, Turkic or whatever.
Much the same as someone in China stating their nationality is "Han" as opposed to "Hui", "Mongolian", or what have you.
Divide and conquer. A great way to control the masses, eh?!
