It's not only accents they think they are able to "evaluate". Now, it's even teaching methodology, at which they are at the lowest end!
Again, non-experts assessing foreign experts - it's really a joke!

So-called educated Chinese still have a lot to learn in order to acquire the knowledge and skills to enable them to assess classroom teaching and foreign teachers' accents properly. In the meantime, each foreign teacher in China runs the risk of being unfairly discriminated against because of his/her ethnic background, country of origin and English accent.
