The Complaint is against Chi Feng Ying Cai School in Chi Feng City, Inner Mongolia Province.
The school is partly private partly Public .I would be finishing my contract soon but I thought of mentioning my worst experience in China. I wouldnt say all schools are bad but this is one of the worst I have ever seen. I was not over expecting as some new bie would but I hope that not another Foreigner face what I have. I am not the First Foreigner to this School but I hope to be the last. This is no rant. Take it as much seriously as you can. Not everyone has time to write a detailed review on a school. I would be able to also provide e-mails of some of the other Foreign Teachers who has faced such problems in past. The school had 8 or more Foreign Teachers in past but all left. There are even other School Leaders who had introduced Foreigner to their school and were sorry to do so. Why Read on.

About the School: My first impression.
School is pretty big, public licensed and has more than 2000 students. Seems good.nope

That wasnt enough. More accurate research was needed but I have realized no matter how much
cautious you are you would get cheated sometime or other. Face it this is China. My mistake was
not that I didnt research about the school. I had tried with Ying Cai School rather than Yingcai
School. I realized that mistake when the past Employee of the school comes back to take his Airfare
after Summer Holidays. It was obvious school didnt want to pay him and as he wasnt on Work Visa
or had a proper Contract couldnt do much but return back to his own country. The school even
refused to employ him.

About the School:
I started seeing cracks in happy picture and things, which werent ok after I signed the contract.
The school is outside the city and middle of nowhere. Even the small shops or restaurants are out of sight so its inconvenient. One realize this inconvenience in 20 Degrees freezing cold better than in early September. Half an hour bus ride or 15 minutes by taxi to city center. You would pay 10-12 RMB to get to a Shopping Center. School is quiet. At night its dark as there are no streetlights in the area.

About Living Condition:

1== No Proper Apartment: When I came to the school I wasnt welcome with the dinner or introduced to Headmaster and no proper apartment was ready for me although they were aware that they have invited foreign teacher. I was given an apartment, which was not already ready and with following problems for more than a 1-2 months:
l Dirty apartment
l No hot water
l No drinking water
l No computer bound Internet
l No proper drainage system,
l No working Air conditioner
l No cooking gas

2. Poor Heating System In harsh cold Weather :In the cold winter, which is unbearable in Chifeng, my apartment was cold, as it had no proper heating system. It didnt have any heater it only had an Air conditioner after several pleas Air Conditioner got repaired and still didnt warm the apartment.
3. No Hot Water: As the water heater is not electric the water didsnt get hot every day by solar water heater so no hot water every day. Although I asked for electric heater I never got one.
4. Slow Computer: I had slow computer and it wasted lot of time.
5. No DVD Player: I wasnt provided with DVD Player although my contract mentioned it.

About School Administration

1. No Foreign Affairs Office within school: The school doesnt have any Foreign Affairs Office and only 2 people have been corresponding is Director Mr. Liang Ai Jun and my translator. My translator didnt had any authority and would just tell me to wait as she herself cant do much.
2. No Proper Communication: My several phone calls hadnt been answered by Mr. Liang during Spring Festival (I know they would never answer during their festival but I had reminded 1 month before that I should be getting paid.) and has been completely ignored for more than week regarding my salary and other matters leaving with no other way but to seek Foreign Experts Office.
3. Poor School Administration: Although they know I am facing several problems and I make them remind it by giving a list of problems but not much is done soon. Sometimes as I speak Chinese I myself had to call the workers or Computer Technician to do the needful, which is actually duty of the schools leaders and translator. The school Administration is very poor. None of the Chinese teachers are happy and complains about the school most of the time. The school doesnt have enough rules and regulation for students too. Every time there is a problem to be solved It takes weeks sometimes months to fulfill it. It has never been done the same day or next day.
4. Get Cheated: You would get cheated and the Director wouldnt even take a moment to think but would change his words after every sentence. You wouldnt even know what to believe. He would cheat by saying that his English is bad. For e.g.: Before you come to the school. How many students are there in your school? 2800 After you come to the school. Same Question Ans-2080

About Students and Colleagues:

Although teachers in Chi Feng Ying Cai School are busy. I tried my best to be friendly and talk to them as much as I can. Of course some of them have been very good friends now. I keep good relations with them by going to their home or they coming to mine. I have also sometimes invited them for free dinner. The truth is they are also not happy on how school is working. The school doesnt even pay Chinese Teachers their Salary on time and delayed their payments for months.

Students are from rich family and school has serious discipline problems. Students come here as no other school would take them and they have paid hefty fees to get an admission. School also asks money on Loan from some of the students. Some of the students are also mentally retarded but are studying with normal kids. Its difficult for other students to really study with mentally retarded ones. As a teacher I have nothing against with any of them. Some students are wonderful and really eager to learn and be with Foreigners. They got attached and werent so happy by news of my leaving. One of the students has also written a letter to school leaders stating he is very unhappy, as I have to leave.

HELPFUL AND SOMETIMES EVEN WORKED WITHOUT ASKING FOR ANY PAYMENT:

The work I did without asking pay:
1. Free Classes: I had classes on Sunday which would officially a holiday for me but I gave classes without asking for anything.
2. Free Translation Work: I had done translation work for many hours for school.
Professional:
My conduct in school has been very professional. Many of the schools colleague have complimented on the same. They find me to be the Best teacher Chi Feng Ying Cai School ever had. I have taken all the classes and have never taken any holiday for personal reason or got ill.
Understanding:
As you know its not easy for a Foreigner to live in Foreign Country and always face some problems but I have co-operated, have been accommodating and trying to understand school leaders, colleagues and students. I have finished my one term work professionally.

Why I was working there?

In the first few months everything seemed hopeful and things could work out and I didnt wanted to sound unreasonable. I speak Chinese and my mistake I tried to understand them. First few months I got paid 1-2 days late as they would give me some excuses but as things started getting worse I had to complaint to Education Bureau and Foreign Experts to recover my money during winter holidays. The school again assured me everything would be ok and I would get paid on time. School is unable to pay as they have lost the reputation in city and financially they are bankrupt that they have also mentioned to Local Authorities. They might assure you many things but at the end they are false promises. For this school Contract is a piece of Paper. Rules and Laws are meant to be broken.

School still owes me RMB 15,000 and last Employees RMB 6000 as an Airfare allowance. I think more money to many other foreign Teachers.
