Formally known as the International Business Institute. This school brings in illegal teachers from outside to teach Police officers. The Captain Hilal Fund ensures that money provided by the Government for all courses must first go into the Captain Hilal fund where there is a taxation. In order for the scheme to work, the teachers are illegal and come on tourist visas and they are not vetted, and the contracts are not real,and Captain Hilal doesnt care anyway. Everyone is a criminal of some kind at the end of the day, and this is the new model for International Business Institute to follow after all the hard work that Captain Hilal put into setting up the scheme in the first place.
