Many organisations including schools and universities will have a party member on board, for example party secretaries with equal power to that of the dean, hence you will often get the commie style leadership. In some shittier local areas, you will have to put with the corruption that ensures certain useless people get jobs because who they are connected to, rather than what they know.

However, I would like you to define 'communist style of leadership', some party members are actually very effective and efficient leaders, there are even quite a few out there who are good guys! Do you really mean a stereotypically Chinese authoritarian style of management? This existed a long time before the communist party!
