In response to Fujin Bilingual Primary School, Heilongjiang, China - ESL school review (An De Rui)

According to the educational law issued on 1st. January 2005, the FAOs from China are not allowed anymore to change a tourist visa (L ) into a work visa ( Z ) visa.
That means, teachers should get their Z visas in their countries from the Chinese consulates, before coming to China.
Some provinces have a certain autonomy and are not affected by the law mentioned above ( Jiangsu, Guangdong, Inner Mongolia... ). Unfortunately, Heilongjiang is not on of them.
