You are a bit off-topic. It is a about decent academic standards and practices in ESL. That also includes the qualification of ESL teachers. While it is true that holding a degree does not automatically protect students and decent schools from employing pedophiles, it is also true that employing only degree holders is one of several steps to clean up the ESL industry from undesirable figures, including providers as well as so-called teachers, bullying students and colleagues and con-artists who don't know the subject they teach and how to teach.

You should look at the whole picture and not only at pieces of it.
