yeah ,it is a public school.the real problem comes from the leaders of the foreign affairs department,the dean of the language department is understanding, but he doesnt have the powers to help , so sometimes ,he is also in the same situation like us.And once u are here, it's difficult to get out unless u dont care about money, just like a colleague did last month....
