It behooves me to reply to your response cause i found it A FLOUT.

Filipinos do not actually trust each other but at least they are concern toward their fellows which is
one of their admirable traits.
A lot of them are really highly qualified in any field they are into and I haven't met one yet that
fit your description of mixing english with their
mother tongue and not sure of which language they are
speaking, those innumerous I met are excellent with
their spoken english.

Just expressing my opinion.
