And he would put teachers in a modern apartment, but nothing worked in there and things would break down all the time. Constant power and water failures. The place was also dirty and noisy all the time, thanks to the roaring traffic on the highway below, which threw dust and sand particles high into the atmosphere. ( there were quarries nearby and trucks everywhere )

Yes, that place, right out nearer towards Zhuhai and involving that rickety bus.
