Most jobs in Russia do require a degree + TEFL certificate but if you are determined there are still jobs there which will take you without a degree. These are often in the less popular destinations (e.g. Moscow or St Petersburg).

ICAL have provided online TEFL certification since 1998 - do please check out http://www.icaltefl.com. You will find not all courses are the same so be sure to check out the provider since some offer very slim courses with little in the way of instruction or tutor-student interaction.
