Grammar exams (General)

Dear Colleagues,
With the move from form to message in ELT, grammar exams still focus on the form. This poses some questions:
1) Can we ever write grammar exams that test the meaning (message or uses) rather than the form? If yes, I would love to see some examples. If no then
2) Why should we bother our students with something while we are testing the other. I mean why should we try to teach language communicatively ( putting in mind the pains of all that) while we are just testing the form.
Well one might argue that we don't teach language just for the sake of exams. True but many students are studying it just to pass the exams.
