I have checked the website and I could not find "online university" anywhere on the named website. Even if it'd been there, it would't have meant "government authorized body" as you stated.

I would suggest to post critical statements like the one you made ONLY when it is backed by the information from credible sources. We are teachers and linguists and the hollow critique leaves impressions of dilettantish and biased attitude.
