I think it will very much depend on the time and place and the attitude of the school owner. If you can demonstrate to them in person that your level of English is very good and you have the qualifications to back it up then you might stand a chance.
But unfortunately I think that you may find yourself discounted at the very beginning without even having a chance to show them how well you speak English. A school owner is likely to look at your CV and that of a native speaker and immediately accept the latter.
You might stand a better chance in your home country where you can build up several years of experience which you can use to get a job elsewhere.
