The English Council website was registered to a person in Exmouth, Devon, UK in 2004. The testimonial is possibly from the Filipino teacher who has an advert on the site. (Guesswork based on the style of the email address. I'm sure if I had subscribed to the electoral roll on-line, it might be possible to check the occupants at the address, to see if there is any connection between EMary and the site/language school owner.
It might not be a scam but it always pays to be cautious.
