What you state is correct as far as learning English as a foreign or additional language is concerned. I also had grammar lessons at secondary school, but that was a long time ago. Don't know much about how former soviet states or European schools teach English grammar, but I do know that grammar is not taught in English secondary schools as it was when I was at school. Now that might be a good thing (new teaching methods etc), if most secondary pupils could use grammar effectively, but examiners have been very critical of the standard of English seen in exam papers.
There are many examples of this according to the examiners' reports - from students using text-message English (GR8), to sentences like, "I would of..." instead of, "I would have...."
I know you have issues with CELTA and we have discussed these at length, but all TEFL / TESOL courses and the Teaching Knowledge Test include aspects of grammar, as it is an important area for budding teachers. I guess the trainers are not leaving it to chance that trainees have remembered what they did at school.
