CELTA in New York City may approach fees in a different way from other providers. You are absolutely right to raise this issue. I paid for my course in the UK with my credit card but not solely for the reasons you give. There was no waiver to sign about fees. Cambridge ESOL is a non-profit organisation but has to cover the costs of accommodation, teaching materials and trainers so your provider may be rigid about how they operate. I am not condoning the approach taken by your provider, just putting it into context.
