If you want to swim, July is the best time of the year. A word of warning: plan your visit to avoid the Formula 1 Grand Prix week, which is typically in May each year. Monaco is overrun by race fans and difficult to navigate the entire week. (Of course, if you are a race fan, this is the best time to come).
