Hi Alan,

According to a couple of Authors with a PHD each, bullying is "the
with holding of resouces and support to be successful in the job".

If they do this, then they can fire a teacher at 11 months, and won't have to pay airfares or the 12th month completion bonus. Plus they can save on paying out for resources, which the new teacher does,then the employer scoops personal possessions presumably. They even have a fair excuse that looks fine in the eyes of the Immigration Department.
